As noted there, I can make one correction manually, to correct the appearance of the right cube to match the left. This is done by selecting the right cube and then changing its material’s normal map by checking the “Flip green (-y)” checkbox beneath it.
The center cube cannot be matched in this way, as there is no X reversal and no setting the Z value to map to the range 0 to 1. The right answer is that Sketchfab needs to read in the bias and scale for the normal map and use it.
