The test at https://github.com/erich666/McUsd/tree/main/unit_tests/cubes_r_normals - shows that Sketchfab does not yet (as of Sept. 11, 2022) pay attention to bias and scale for normal map textures.
However, you can manually choose the right cube and, in the Materials property under the normal map setting, you can flip the green (-Y) axis sense and make it match the leftmost, unmodified cube. This manual flip of the right cube has been done in this scene, to show it then matches. The middle cube doesn’t match the others as there is no “flip red (-X)” switch. That said, this “flip -X” mode is not a standard mode, though possible in Pixar USD.
