In the Nara period, Japan was divided into about 60 provinces, each of which was further divided into districts. Provincial government officials were dispatched from the central, but local ruling clans were appointed as district officials. Nasu district was located in the northern part of Shimotsuke Province (present-day Tochigi Prefecture), and its government office was built present-day Nakagawa Town. This tile was used for the Nasugunga (district office), and has a rengemon (lotus pattern). This pattern is an image of the lotus flower, which is related to Buddhism. It is pointed out that this tile is similar to the tile used at Shimotsukeyakushiji Temple in 8th century.
